Martiesian & Associates provides policy representation at all levels of government in the State of Rhode Island. Our associates maintain positive, professional relationships with members of Congress, state lawmakers, state regulators, and local officials. Martiesian & Associates adopted a unique approach to government relations work in Rhode Island. Owned by Terrance Martiesian, Martiesian & Associates utilizes the skills of specific associated lobbyists as a foundation for the government relations team, and then captures the talents of individuals who maintain unique knowledge in an area if needed to fulfill a client's particular goal. Through this forward-thinking process, Martiesian & Associates has been able to provide first-rate service to its many clients who are members of industry groups, trade associations, corporations, and human service providers.
Our team includes both lawyers and non-lawyers who have served in various branches of government and who continue to serve on state and local boards and commissions.

Terrance S. Martiesian, Esq.
 
Terrance S. Martiesian has been a registered advocate for major business and trade associations since 1977. From 1969 to 1977, he served first as clerk and later as legal counsel to various RI General Assembly Committees and commissions. His business expertise has been recognized by his appointment to the Providence Advisory Council of the U.S. Small Business Administration (SBA), to the Advisory Council for the Small Business Development Council, and by his position as State Director of the National Federation of Independent Business for the past fifteen years.
Mr. Martiesian received his Juris Doctorate from Suffolk University in Boston, Massachusetts in 1969, having first completed his undergraduate degree at the University of Rhode Island in 1966. He is admitted to the Rhode Island and Federal Bars.
In addition to his firm's present clients, Martiesian & Associates has, on occasion, performed legislative services for the RI Association of Physician Assistants, National Agricultural Chemical Association, Chamber of Commerce Federation, RI Psychological Association, RI Communication & Industry Coalition, Ogden-Martin Systems, Inc., Provider Health Services, Kimberly Clark, RI Society of Professional Engineers, Pawtucket Taxpayer's Association, RI Home Health & Staffing Association, the Prudential Insurance Company of America and The Northwestern Mutual Life Insurance Company and the RI Surplus Lines Association, Inc.
 Mr. Martiesian has dealt with a wide range of business and economic issues in the legislature, including labor law, banking and real estate, consumer protection, health, workers' compensation, insurance, taxes, business regulations, environmental matters, and issues affecting special business groups.  He has been featured in New England Business Magazine, Providence Business News, Providence Journal-Bulletin Newspaper and other forms of news media including radio and television shows.  He presently writes articles for various business trade journals.

Mr. Martiesian has served on various legislative commissions including the Special Legislative Commission to study matters pertaining to mandated health benefits, the Governor's Task Force on Business Taxes and Economic Development, the RI Expenditure Council's "Committee to Rethink Government in Rhode Island", and the American Tort Reform Coalition.
Lenette F. Boisselle, Esq.
 
Lenette F. Boisselle has represented business and trade associations since 1988. She has extensive experience in organization advocacy both as a member of government-relations staffs and as a contract lobbyist. Ms. Boisselle guided numerous legislative committees through policy developing stages, and implemented strategic advocacy plans through a combination of volunteer and staff participation.
While employed by the Northern Rhode Island Chamber of Commerce from 1995 to 1999, Ms. Boisselle created and staffed five legislative subcommittees which were charged with evaluating legislation related to health care, labor, the environment, tax issues and banking and finance matters. In addition she staffed two municipal subcommittees (Pawtucket and Woonsocket) dedicated to making the municipality a better place in which to live and work. She also authored a weekly legislative newsletter entitled "Under the Dome."
In 1999, Ms. Boisselle left the Chamber to take over the state director position for the Rhode Island Petroleum Association. This association was a subset of the American Petroleum Institute, an association of major oil companies based in Washington D.C.
 In 2000, she created her own lobbying firm and associated with Martiesian & Associates.  Ms. Boisselle still continues to represent the American Petroleum Institute; and in addition represents the RI Mortgage Bankers Association, Motiva Enterprises, Inc., RI Hospitality Association, RI Realtors Association, Express Script, Inc., the RI Associated Builders and Contractors, T-Mobile and the National Federation of Independent Business.

Ms. Boisselle graduated Cum Laude from Roger Williams University School of Law and is currently practicing law in the State of Rhode Island. She earned a B.A. in Government Administration with a minor in Economics from Shippensburg University in Pennsylvania.
Ms. Boisselle was appointed to and serves as a commissioner and vice chair of the Rhode Island Underground Storage Tank Review Board, a member of the Department of Environmental Management's (DEM) Business Advocacy Roundtable, and is a member of various DEM Stakeholders Groups.
